Business Impact Estimates
Effective October 1, 2023, Florida law requires municipalities to prepare a Business Impact Estimate (BIE) before enacting certain ordinances. This estimate must be published on the municipality's official website and include details such as the ordinance's purpose, anticipated economic effects on businesses, and compliance costs. Certain ordinances are exempt from this requirement, including those necessary for federal or state law compliance, budget-related ordinances, and emergency measures.
